Need some advice on how the process works
Got told by the recruiter to submit my current salary figures, so they can make me an offer. Is this how it normally works? I was expecting the bank to provide a package before I negotiate.

Yes that's how it works though as an IB candidate not much you can negotiate on the base pay. For example, when I moved shops, I was only offered to be paid full year bonus for 6 months of work at the new shop (mid bucket) which was trash as I had to give up my full year at my old shop (which was great).
Oh that’s no good. What if your bonus is crap because my current bank closed no deals in the past year?
