For BB's and other places that have just recently opened their applications? Would my time better be spent practicing behaviorals and expanding my technical knowledge? Or will networking still possibly help?

You’re going to need to do both. Most kids spend months networking and at least a few weeks studying behaviorals/technicals. Not that it can’t be done in a shorter amount of time, but you’re gonna have to work your ass off and do both if you want any shot at landing an interview and doing well in it
