You will never be able to eliminate nepotism hires. They are usually less than 0.5% of seats vs. women being allocated 50% across the spectrum.
not really comparable, when you bring the value to a firm that this dude does appeasing him with a little nepotism is intrinsically valuable just by keeping him happy. gender quotas for the sake of quotas is not intrinsically valuable - and one can even argue they are negative value.
