JPMorgan An1 vacation time

Hey all, I'm an incoming first year at JPM starting in July and I just want some clarity as to the PTO policy. My offer letter says

"Under JPMorgan Chase current policy, you will be eligible for 3 Weeks of vacation per year, with your start date determining how much you receive for the year."

Does this mean 15 days or 21 days in a calendar year? As a first year starting in July, does this mean you would receive just under a week and a half (pro rated) in your first year?

More importantly, what is the culture around first years taking time off? I would imagine first 3-4 months are a clear no-go, but what about December? Could I take my 1.5 weeks at the end of December? Is it frowned upon to take any time until the 1 year mark? What about March/April? 

Sorry if I'm sounding particularly retarded. I've seen so much wildly conflicting advice that I just wanted to make a new post. Would appreciate any info!

15 days - meaning 15 weekdays (or 3 weeks period), not 21 weekdays. 

yes, for analyst 1, it's prorated to 7.5 days (at least was for my cohort).

okay to take vacation after probably 3 months. many took near to the major holidays closer to winter. a day or two here and there. longer holiday is acceptable and reserved for the Christmas holiday or following year (new years).
