Layoffs and SA2024 recruiting?

How are the layoffs going to affect recruiting for SA2024? Talked with someone from a BB tech group and they said they weren't sure how much recruiting they would be doing as a result of the current market outlook. Am I just fucked for recruiting or will things be relatively normal?
