I'm in an S&T role, but want to switch to IBD at my BB. Is it fine to email guys in IBD to ask them out for a coffee or phone call? Or is networking best handled outside of company emails? I don't want HR to bust my ass.

Yes, as long as you're not trading confidential information, there's no need to worry. HR never said you couldn't be friends. Of course, both parties should tread careful when discussing your respective roles

Best line, once face to face, is to find a deal with some cap markets he originated and, say that that deal (through flow you saw or talk etc) perked your interest. Nice little ego boost for him.
I don't think e-mailing from your work e-mail is a good idea. At my bank, if you try to cross the wall, a warning usually pops up on outlook followed up by a call from compliance.
Best bet is to e-mail them from a personal e-mail.
