Networking: Before or After Submitting Application? SA 2020

As applications for SA 2020 roles are all but live either currently or in the next few days, I wanted to just ask your guys' opinions regarding phone call networking. Do you guys think it's only beneficial to network with individuals before applications are out and you submit your resume? What if firms put out their app, but then say invite you to a first round or a hirevue, is it still beneficial to network before that first round/hirevue or at that point has it become too late? In the case of a hirevue, should you wait to network first before you submit or just submit regardless?

Of course, networking is beneficial regardless of timeline and regardless of whether you're currently applying for SA or FT - I was just wondering what you guys feel specifically as it regards to applying for SA roles for the coming summer to "break in", as they say.
