No return offer from junior year Capital Markets internship... am I cooked?

Hi All! Just wanted to get people's opinions on what next steps are for me and if I should be doing anything differently. Long story short:

I worked as a Summer Analyst in Chicago in an origination group for a large U.S. Bank, not quite BB (Think Truist, PNC, Capital One, U.S. Bank, Fifth Third, Citizens, etc). I reconnected with a couple analysts that I got close with in the group and they just told me it was a staffing issue and they hired too many interns. I also connected with someone who sat in a different office who vetted me before talking with me, as in he spoke with people on my team, and he relayed the same story, said something about how my team was bloated. 

I am a senior now with a mid GPA of 3.4 but I have a year of PE internship experience (story for another time but I am not interested in PE) and now this internship, and I have submitted applications to around 25 FT 2026 analyst positions. It's probably too early to hear back but I know for a fact that it'll be tough to land an interview.

Don't worry! I am still applying to everything I see, particularly other CM roles, Lev Fin, Corporate banking even. What am I doing wrong? Do I need to start cold emailing again?

I saw firsthand this summer that bankers usually fucking HATE talking to interested students, maybe it was just the culture of my group haha. I could tell that the analysts on my floor just wanted to get off of the phone with these kids ASAP if they did have calls like that.

Anyway, I really don't have connections and I go to a no-name school in the Midwest. What should I do? I am pretty sure my resume isn't the problem... maybe I am not using the right keywords who knows

I want to stay in Chicago but beggars can't be choosers lol, I have applied all over
