False on the centralized recruiting, but true on the wrapped up.
true on centralized as well. say there is MS SF wants to hire new analysts. it must run it's headcount by NY. it cannot hire independently.
OK yes the actual head count has to be approved by new york, but once that's set they can run their process however they want in terms of timing.
