Normal for lateral process to go +2 months?

This may be a dumb question. I just haven't lateraled before so only really know what campus recruiting was like. ASO at a non-NYC BB, talking with a NYC EB through a headhunter. Had a first round early August, went well, got an email 2 weeks later that they want to do a second round and that their group COO who was on vacation is going to schedule it. Then radio silence, with occasional messages from the headhunter that he's talking with the COO and group head to schedule it

The thing is, it's been 2 months now and no news usually isn't good news, but they haven't straight up said no. I have been in a number of processes this summer that didn't work out and they got back to me fairly quickly that they went in another direction. I don't think it takes 2 months to schedule a 2nd round, and I also kind of figured if they weren't interested then they never would have mentioned the 2nd round at all and would have just called it quits then.

Is this normal? I've kind of mentally detached from this one given the time that's elapsed, if it happens it happens, but is this just how these things work?
