Let him pass your resume around and try to convince him you'll take the intern position and are that dedicated to the firm.
Wait so should I email him saying that I would not mind taking the intern position for the summer? He did not respond to my "thank you" email either.
Follow up with your contact(s) a week since that email saying you wouldn't mind being over qualified for the internship and also would appreciate him passing along your resume.
This is normal when the specific group you discussed with does not have hiring capacity. Its a good sign, just follow up in 2-3 weeks and send them a note to see if anything popped up from the other teams.
