What does it mean for someone's application to be inactive? Received, Rejected, would make sense, but inactive?

I'd guess that either you didn't submit it yet or it has been received and rejected.
I thought BB's usually turn people down using the words "under review" and never changing the status for these kind of cases. Don't BB's usually send a formal emails for rejections? Never heard of using "invalid" as the new rejection method.
