Depends on your goal. If you are gunning for top UMM/MF shops, NY is probably your best bet.
That said, if you want LMM/MM or some of the top UMM shops in Chicago (MDP, GTCR) and a lower COL great city, Chicago is hard to beat for quality of life IMO
