Persistence

I am from a non target school. I am international student ,i understand that i have to network aggressively to get IB SA.

I wanted to know the difference between persistence and pestering. I am very much passionate, but confused about my persistent networking efforts.In terms of culture differences. How would you look to any of such efforts by an aspirant? current analysts any pointers that i don't cross the line?
