So I just received an email from Citi and they want me to speak with an executive recruiter this afternoon. I finished my onsite interview yesterday. What does it mean? Are they going to talk about the offer with me or does it mean they have more questions for me? What should I expect and how do I negotiate if this is an offer?

You do not negotiate because you're a student and you're lucky to get the offer in the first place. Base is fixed for everyone depending on the bank and your performance shakes out in your bonus.
Are you an international student? Maybe they just have a few questions to ask before giving you the offer.
And, like Mephistopheles said, do not negotiate. It's silly.
Certainly don't negotiate. I also don't think the recruiter would offer you the position rather than Citi but could be wrong there. So I'd say you don't have to worry about anything,
