A couple consulting firms have submitted their bids for a LNG market analysis work. Their (lengthly) proposals pretty much say that they are all capable of doing what the scope of work requires. Does anyone have experience in evaluating proposals? How do I go about distinguishing which proposal is better than the other? Much appreciated.

Also check if your firm has a consultant panel or check with other banks on their experience with the short listed consultant.
