Project Finance: Review Proposals?

A couple consulting firms have submitted their bids for a LNG market analysis work. Their (lengthly) proposals pretty much say that they are all capable of doing what the scope of work requires. Does anyone have experience in evaluating proposals? How do I go about distinguishing which proposal is better than the other? Much appreciated.

Pick whoever is best known/has the highest brand value if you are arranging/advising and will be using this document to sell the deal as unfortunately some of the more qualified independent guys won't be recognized by a broader audience. Use their existing PF creds/experiences to gauge whether they are familiar in preparing lenders market DD reports. Also check if your firm has a consultant panel or check with other banks on their experience with the short listed consultant.
