Regional Boutique Email Outreach

I am a first year Analyst in commercial banking at a BB looking to switch into IB through the regional boutique route. I understand the recruitment process is typically informal but have had trouble gaining traction on the emails that I send out. People who have made the switch, are your emails generic? Do you target only VPs / MDs? Also wondering if I should be attaching my resume on all of these emails...thanks!
