Happened to me a couple of times. You can expect an interview if it was a VP/MD. Not sure about associates really depends on shops. For smaller closely knitted teams, probably.
It's usually better if they email the hiring manager directly, but sometimes the resume passer may not be comfortable in doing so if they haven't met that person. HR is better than nothing but I am heavily biased against HR in general because I was a non-traditional applicant when getting into this industry.
I once had a co-head of a group at a BB and an MD from an EB both offer to recommend me to HR and be my reference after meeting both in person multiple times. I was denied from both without getting a first round. I was quite perplexed as you could imagine, but I guess that is part of being at a semi-target. Then I had a VP recommend me directly to the higher manager and I ended up with a first round and an eventual offer. HR is a bunch of overpaid pussies.
