Should I Negotiate Offer for MO role

I just received an offer from a large UK-based bank for an Associate Level position within their Risk Dpt. The team supports the bank's CRE lending group. I have a MSF from a non-target and one year of financial regulatory experience from a federal position (US). The role is based in NYC. The bank offered $80k base. I am wondering if I have justification to counter for a higher compensation.

You might make a play based on COL since 80K doesn't go very far at all in NYC.

I think you'd have to focus on things like that because most jobs like the one you describe might tie comp to other things like certifications. I work for a BB and I know that for risk/audit your position/comp is capped based on things like having a CPA or having your CIA. So if you make it a play just for more money, this will be their likely reply. I would just focus on the COL and maybe get a sign-on/relocation bonus.
