I'm a soph at a Target currently doing a PE gig this semester at school. I'm interested in IB and Consulting. In case I can't get a boutique/MM IB internship whats a good internship that I should be looking for this summer? I have an interview with a BB in PWM soon and can probably secure that but it seems like PE -> PWM is going backwards.

As a sophomore it might be a good idea to try to do research with a professor. All banks are pretty much filled up, though you might want to try the Fed.
Can you do a summer internship at the PE firm? I'm a sophomore and I recently chose an offer at a strong MM PE shop (think Audax/Monitor Clipper/GTCR) over a few no-name boutique IB summer analyst gigs. I think you'd be pretty well positioned with a PE summer gig going into junior recruiting, especially at a target.
