Split Recruiting Cycle

I noticed some IB's have split recruiting periods. For example, BAML GCIB was accepting applications from 9/1-11/02 and then again from 1/04 until 2/29. I noticed this when first applying and have seen it with a few other firms. While most firms wrapped up recruiting for SA 2016 weeks ago, why would these firms have a 2nd recruiting session?
