We just talked about this in one of my classes (audit related as it was in my grad accounting class, but the same principles apply). Basically, my professor argued that although the PCAOB was more independent than the AICPA as a governing body, they were completely incompetent because none of the 5 members had been in the audit profession in recent years.
Likewise, I feel like the majority of Congress is incompetent and has no clue what is going on but feels pressured to act. They're probably more worried about getting re-elected than doing what's best for the country in the long run.

I think your opinion is based upon a small sample (one person) although it is surprising that people of california would elect this idiot. MA and Cali have the most colleges representing in the top 100 Universities (us news) so i would expect the general population being decently educated.
