SVB Securities Management Exploring Spin-Out

Looks like the management team of SVB is exploring financing for a spin-out of the securities arm. The CEO is is currently Jeff Leerink. Assuming the feds allow them to do this and get financing, any thoughts on how long this will take?

The federal government isn't typically known for speed and efficiency. I also wonder how it will perform and if any past clients will have hestitations of working  with the team again (even though this mess wasn't directly IB arms fault). Also they are losing competitive advantage, given they wouldn't have an easy-in with VC clients on financing packages as they'd no longer have ability to finance loans and such.
