Target School for Undergrad, Borderline Non-Target/Semitarget for Grad School: Approaches?

I went to a great target school for IBD (ranked in the top 6 of USNWR) with most of our econ majors going into investment banking, consulting, trading, etc. I just graduated in December 2014 and am completing a masters at a non-target/semi-target in the southeast.

Could I still count as a "target school" applicant for HR in terms of recruiting, particularly at the banks that recruited pretty heavily from my target school? For security reasons, I'd prefer not to give away more info and will PM you more details if you'd like to help.
