Love a bit of casual racism
When the management / HR enforces gender quotas, and fills them mostly with white females, how do you think PoC juniors will react? To make it worse, this is witnessed across multiple offices / teams, you would reach the same conclusion as OP. It seems TD is fine being racist as long as they are not perceived sexist.
