Transitioning to another city from a non-target

I currently attend a non-target in the bay area and am hoping to eventually work in IB. However, I don't really want to stay in the Bay Area and would rather move to and work in Chicago. Coming from a non-target is hard enough, so how would I go about putting myself out there for a IB position in Chicago.
