Undergrad Non/Semi-target VS Masters @ Target

So I kind of fked up my GCSE results not a single A and I’m doing Mickey Mouse A levels but I’m trying to redeem myself by sitting Maths A level privately next year

I’m in year 12 and the Unis I’m aiming for are some semi target unis such as Nottingham, Bristol and Exeter my question is should I aim for these Unis or am I better off going to a good uni that’s not a target and then do a masters at a Uni that is a high target like Warwick
