I know the first two might be the same, but I think he intended to separate them.

He said we had a "stupid government with a regulator asleep at the wheel", that's one reason. I'm paraphrasing here. The "with" makes it part of the first reason.

 

Clearly because of how agitated he got when he reached WANKING FUCKING BANKERS. He couldn't control the vitriol at that point haha.
