what can I do?

Junior at a complete non-target state school. Have been interested in IB since I started college. Had a F500 accounting internship last summer as it was the only meaningful experience I could find as a Sophomore. Toward the end of the summer I started networking in hopes of landing an IB summer gig. Long story short, probably my 3rd or 4th phone call was a complete failure. It could not have gone any worse and the guy pretty much told me I was not cut out for IB. Obviously, I was discouraged after that and given my non-target background I figured I should probably look into other careers. I started thinking of going to law school, but I have this persistent nagging feeling that I need to chase my dream.

As of right now, I have no internships lined up for next summer. What steps should I take to make IB at a BB or MM through FT recruiting a possibility? Is this even realistic?

Well, seeing as investment banking is your "dream" there are a few things you need to know about the job. One of these things is, to be able to succeed on the job, you need to be extremely hard working and have to know how to do independent research and figure out how to do things on your own without someone holding your hand and walking you through every step of the way. This is a perfect situation where you can perhaps hone these skills.

There are literally hundreds of posts on this website (and many other articles online) that speak exactly to your situation. It's concerning that you couldn't figure out how to use the search bar (or google for that matter), or were too lazy, to find this content. Additionally, your story is confusing. What happened to the first 2 or 3 networking calls you went on? What could have you even spoken about on the 3rd of 4th phone call that would've made someone tell you your not cut out for banking? If you're willing to quit pursuing something because you had one bad experience with one person, it really seems to me it is probably not your dream. Best of luck in the future
