What city is more back-office: Philly or Chicago?

Both are obviously tertiary, back-office markets but which is the least like NYC and subsequently the most bush league? 

Idk man, it's tough. It's definitely tough. I think I'm gonna go with Chicago though, it's further from New York and in the midwest.
