I don't have a suit at the moment and was hoping if a button down shirt and tie would be good enough to wear for the hirevue?

If this is for IB I recommend a suit and a tie. But I don’t think that really matters as long as you are not that informal. I have been doing my Hirevue with a shirt and a formal jacket and haven’t had any problems so far.
