What would you do is it worth it?

My goal is to work in finance *Wall Street.

I'm currently debating between 2 options that I have and I need to make a choice by the end of this semester.

(1) Continue my education at a semi-target school (UVA-UMICH) and graduate with a possible 35K worth of student loans

OR

(2) Enroll at George Washington University and Accept a Full Scholarships *But I have to minor in Cyber Security and Work for the government for 2 years after I complete my undergraduates.

I also uploaded a one page PDF file that further explain this scholarship, please take a look.
