Who to decide Intern's return offer?

I have been reading what analysts think about interns and the importance of attitudes during the internship. But I am really curious and would like to know who in the world would be the one to decide if they are giving someone the full time offer? If MD is the guy who is always making this kind of decision, then I saw our MD like twice in the entire internship and spoke to him for like 5 secs in total. Please let me know what you guys think. Thanks.

usually the associate that you work with or analyst if that is more applicable to you.

MD will decide based on your finished product( the infinite number of turns) and the word from your associate.

if your MD likes you, but the one you work closely with doesn't, you won't get an offer,
