I've done it once before. It was with analyst who got an A2A promotion. It came up after an informational interview and congratulated him when writing him a thank you email. He seemed to not mind. Depending on how well you know the guys I don't see a problem. Just make sure it doesn't look like your doing just for the sole reason of kissing ass.
How did you find out? Assuming it's not creepy / stalker, of course there's nothing wrong with sending him a quick congrats.
