Analyst Lateral Networking: attach resume to cold email?

I've worked at a MM bank for just over a year and, being top bucket and enjoying the work, I want to try to lateral to a bigger bank for higher pay and more complex/interesting deals.

I know COVID has driven a hiring freeze but I want to start networking so that I have established connections when there are openings. I transitioned to IB from accounting and networked quite a bit to do it. At that time, I cold emailed MDs/Directors/VPs and attached my resume. The MD/D/VP usually kicked my email down to associates and I found those associates were responsive to meeting for coffee.

Now that I have a year of experience, should I still be sending my resume? I'll still try my strat of reaching out to MD/D/VP and directly to Associates - I understand coffee isn't really possible with current isolation measures in my city, however, I'll propose a quick Zoom chat.

Any thoughts or advice?
