This can definitely work, but you need to be careful. Most people aren't good at giving detailed instructions, which is absolutely crucial to outsourcing offshore. You need to be extremely specific and detailed, and set time limits on the work, or sometimes your assistant can turn a 2 hour task into a 10 hour task because they don't understand assignment or the scope. Ferriss has an entire chapter or more in his book on how to effectively utilize VAs.

Elance is a good bet for project-based work. If you need to have someone more or less on call/retainer for a few hours of assistance a week, look into some place like b2kcorp.com, asksunday.com (mixed reviews), or taskus.com. You need to make sure you get a VA with good english skills. One tip if you're looking for a more permanent arrangement - get out of India if you can. Quality of work and quality of english goes up significantly (without a huge increase in price) if you move into Singapore or other nearby countries.
