the smaller less-known banks tend to start the process later than the BBs and elite boutiques...you should e-mail your resume and cover letter to the hr rep, then follow up with a call if they don't get back to you after a week or so. hr people at small shops are usually pretty approachable.

most of the big banks do summer recruiting in jan, so i would start then, but you might not end up with a final offer from a small bank until sometime in march. this all depends, though, on what you mean by small. banks like thomas weisel and harris williams have very structured recruiting programs, and you should apply to those on their websites as soon as you can. it's always better to be early

Call up the offices sooner than later and just try to get ahold of an analyst or recruiter. Build up a conversation of emails or phone calls with them and you are far more likely to get an interview opportunity.
