Does HR have any say in who gets FT offer, and how to deal with super competitive people

Most people in banking are super competitive (myself included) but there are a few that goes out of their way to almost seem insecure (ie: ask a billion questions about your credentials so they can compare themselves to you). How do you deal with these types of people?

Have you had experiences where you felt like others are hostile towards you for no reason but maybe because they feel like you are their competition? How do you deal with this?

Secondly, how much/what kind of say does HR have in who gets the FT offer? At our bank they do, but since we are spending most of our time with our desk how does HR assess the interns?
