Depends on the situation, but generally yes.
Followup question: is there a post addressing how to identify WHO the hiring manager at a firm is? A lot of firms I'm pretty good at navigating the staff, but some banks I just have no idea and wonder if someone's given some time to the subject.

Also, is it ok to email other analysts in addition to the hiring manager?
