Follow-up Etiquette

Need some advice please:

I'm at a target applying for internships with small/start-up HF and PE places. After applying through the career services website and not receiving a response, is it considered acceptable to send an email or call regarding the status of my application? Or should I simply take it as a rejection given the lack of response?

If they don't explicitly say you are rejected then what do you have to lose? As long as you are polite it might work in your favor. I wouldn't send numerous emails or anything, but a friendly touching base is ok in my book.
