So I officially accepted an offer to work as part of S&T at a boutique bank.
I signed the paperwork last Thursday and sent in for my background check later that day. I haven't heard anything from them yet (assuming that is a good thing(.
I'm supposed to be starting on or before the 28th (as per my offer letter), so my question to you guys is would it be fine for me to call to verify the date as well as ask about the dress code and if there is any other paperwork (etc) that needs to be taken care of before the day arrives?

I'd ring them Monday afternoon, gives them a good week to process and still a week before your start. In principal I can't see any issue.
Most likely, someone from HR will call you before your start date.
