Ghosted by an interviewer

I was referred for a corp fin role through a connection. Visited the office and spoke with the VP of finance for an hour. Great conversation, he says he likes my background and suggests I come back to meet other senior mgmt + tells me to follow up in 2 weeks. I send a thank you note after the interview and a follow up 2 weeks later via email. No reply to either message - radio silent. As of yesterday, I sent that follow up note 2 weeks ago. 
 

I’m assuming this means I’m out of the process, but I’m completely baffled considering how well our interview went and the fact that he proposed additional meetings on his own accord. Also pretty salty that he just ghosted me instead of sending a courtesy rejection. Has anyone else had this happen before?
