How to go about emailing HR at small banks with no career section

I was wondering how to email HR at a boutique which says: send us your resume for career inquiries.

Include cover letter?

Cover letter in email?

Who to address?

etc

I've been emailing this HR lady for the past 8 months at this mega-fund, one-a-month. Sometimes she replies, sometimes she doesn't. I've finally converted her into an ally and will have business lunch with her next week going over what the investment team is looking for.

The moral of the story is, in all likelihood, you won't get a response at first, but don't let that deter you. So send away and try again in a few weeks.
