How to network with MBB consultants?

My network in consulting has huge potential but for some reason, I wasn't able to make as many meaningful connections with MBB consultants vs other industries folks. With people in banking/finance, it all comes very naturally ie around 90% of people are generally happy to chat with me/very open to chitchat/happy to connect with other people in their companies. With people in consulting it is much more difficult especially in MBB. From MBB folks I get a 20% response on Linkedin. Others just check my profile and ghost me. Out of 20% most of them are happy to jump on the phone. I had two terrible experiences with the MBB partner. He quickly scheduled a phone call with me. When I called him prior to saying hi/introducing ourselves he asked wtf I am calling him because he is not involved with recruiting at the firm, recommended to google all that I plan to ask and won't be able to help me with it. Another one went in a very similar way. Before I could introduce myself I was told that he doesn't feel that I'm genuinely interested in building a mutual relationship with him. And then he just hung up on me.  I noticed how certain MBB offices are more/less open to conversation and in general Tier2 consultants are more open to helping me out with my application.

Are MBB consultants in the US, in general, are 1) overworked or 2)(unlike bankers) lack quick social conversation skills, or 3) don't like to connect with others? How to overcome the potential negativity and get a conversation going?
