Internal transfer within firm not going well, can I do another transfer or seek external opportunities?

I've made a transfer from Risk to Compliance and new job is not working out (remote manager hates me, berates my work on calls etc). 

My previous manager used to love me, gave me excellent reviews. New one has rated me lowest on the scale, however I still got a raise and a bonus. I was given no indication things were that bad during our 1:1s in the year so it came as a surprise. 

Is it possible to do another transfer or will my current manager sabotage this move? I don't know whether I should seek for opportunities externally or not.
