Never call unless its an emergency, which in this case it is not. Always use the email to send a polite request on what the status of your application is. If they don't reply to your email then I guess you can call since it is very rude for recruiters not to let you know you're rejected (unless you're at a state school).

It's not rude to call HR if you interviewed with them and haven't heard back for a week. Besides, what is this idea that state schools don't deserve a notice?

They should've told you when they'd get back to you. If it's past that date, it's probably safe to assume you didn't get the offer. I'd send an email to make sure though.
