Opportunity cost - junior SA opportunities

Looking at SA opportunities for next summer. My specs:

Rising junior.

Electrical engineer at a target-ish school on west coast (acceptance rate range 14-18).

GPA 3.3/4.0.

Summer engineering internships with product management and data science.

Decent leadership and good engineering technical skills i.e. coding in many languages.

Be brutally honest, do I have any chance getting recruited for IB, esp. at a BB? There is a considerable opportunity cost in spending the time and effort (something I am prepared to do, will note) to nail down technicals. All of that would be a waste, though, if I can't get an interview in the first place. Thanks much.
