Is it considered OK to call up HR and ask to be placed in a specific group for summer? I was never asked to rank my preferences but I really want to work in M&A but am not sure if calling up HR and asking them is just gonna piss them off and make them put me in Goat Farm Coverage or something.

The decision is made on business need, the groups desire to have you, and your desire to be in that group, in that order. Emailing hr with your request will do nothing.
