Rounding down GPA for IB SA recruiting
Is this ever acceptable? For example: 3.98->3.95? Or would 3.98->3.9 work since I am not including the decimal value? Reason for doing so is very specific and I cannot go into why here.

I dont think anyone will care if you round down, rounding up is a different matter
