Should I attach my resume right away or not?

I am a second year at a target school looking into some smaller PWM/AM firms and on a lot of websites it says HR BS like, "If you are driven to succeed... please contact us today:" are you meant to send a resume in the first contact, or should you write an inquiry email first?

and other times when it says "send a resume or find out about career opportunities" should you send a resume or a inquiry letter?

its not "balls to the wall" time for me ATM but I don't see a ton of value in trying to build relationships with these smaller players. At the same time, since these are small firms, I don't want to appear abrasive and come off as a douchebag.
